In these environments (often remote from a head office) the bully needs to shine to seek praise from their management, it’s easy for them to create chaos to that makes them look like stars, human resource departments may praise the bully for identifying the toxic environment that the bully actually created.
The more the bullies’ managers praise them the more chaos they create, they then work on getting the team members that have been reliable, experienced and dedicated in their roles removed from the company.
In many cases the victim has no idea that the bully has implemented a plan to protect themselves.
